The objective of this consultancy is to:

Design, Develop, and Deliver a Psychometric Assessment Tool Kit with the appropriate testing and analytic tools to support trainee selection and learning outcomes for GSS Training Programmes;

Successfully align the Psychometric Assessment Tool Kit for GSS Training Programmes to stakeholders- environments; and

To use the Psychometric Assessment Tool Kit to serve the GSS Project-s Competitive Fund and Talent Platform in the administration of psychometric assessment instruments and reporting of results into the GSS

The Jamaica Promotions Corporation (JAMPRO) has received financing from the Inter-American
Development Bank (IDB), toward the cost of the Skills Development for Global Services Project and
intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the effective Development of a Psychometric Assessment Tool Kit.
JAMPRO now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and
relevant experience of similar nature as outlined in the detailed TOR.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank:
Policies for the Selection and Contracting of Consultants financed by the Inter-American Development
Bank GN-2350-9 and is open to all eligible bidders as defined in the policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their
qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which
it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to
represent it.
A Consultant will be selected in accordance with the Selection Based on the Consultants- Qualifications (CQS)
method set out in the Consultant Policies.

1. It is not permissible to transfer this invitation to any other individual.
2. Your submission must include but not limited to the following as outlined in the attached EOI document:
Curriculum Vitae of the key personnel to be assigned to undertake the tasks detailed in the TOR

3. Expressions of interest should be submitted using the Government of Jamaica Electronic Procurement
