Vanuatus unique geography, with over 83 islands stretched across 1300 kilometers, presents significant challenges in providing efficient and accessible services. The travel required across the islands significantly hinders access to services for the majority of ni-Vanuatu who live in rural areas (74%). In order to complete simple G2C (Government to Citizen) tasks such as drivers licenses, bill payments or business registration, citizens have to travel at high cost to urban centers to transact. The Department of Civil Registries and Identity Management (CRIM) within the Ministry of Internal Affairs is rolling out a National ID system that leverages National ID as a unique identifier. The National ID acts as an identifier that can be used across all government platforms and allows the individual access to government services.In many cases, the first time a National ID is allocated to an individual is when their birth is registered along with a birth certificate. It is mandated in the Civil Registries and Information Management (CRIM) Act that all births in Vanuatu must be registered. Vanuatu has a population growth rate of 2.38%, which indicates that approximately 7800 babies are born in Vanuatu each year and in need of birth registration. At the same time CRIM offers other services like marriage certificate, divorce certificate, death certificate and correction or updating of all the national documents provided by CRIM.
