Tenders are invited for Development of the Methodological Guide of Strategic Environmental Assessment (Sea) of the Coastal Zones in Haiti, the Realization of the Assessment and the Establishment of Administrative Procedures and a System of Pricing of the Services of the Bnee in the Field of the Environmental Assessment in Haiti.
Task description
The objective of the consultation is, on the one hand, to set up a methodological reference framework for implementing SEAs in coastal zones with specific sectoral reference points and, on the other hand, to set up an administrative procedure for carrying out environmental and social audits., a BNEE performance rating system for reviewing reports and establishing compliance permits? in the field of environmental assessment (ESIA, SEA and SEA) and the assessment of existing tools in environmental assessment in Haiti.
3. Expected results
The main deliverables expected from this consultation consist of 4 lots:
3.1. Lot of deliverables 1
- A methodological guide for the strategic environmental assessment of Haiti's coastal zones, the content of which will include:
A generic SEA approach adapted to Haiti's coastal zone, which would be both sectoral and regional
3.2. Lot of deliverables 2
- Thematic applications of the Guide (optional or modular) on 3 themes a? identify, on which will be realized: a map of actors, the identification and analysis of issues and the identification and description of sources of information and data.
The possible themes are listed as follows and will be prioritized in conjunction with the mandate sponsors: Coastal Infrastructure, Ports Planning, Agriculture, Marine and Terrestrial Protected Areas, Tourism, Coastal Urban Development, Coastal Industries, etc.
3.3. Lot of Deliverables 3
- A Proposed Draft Decree on the Administrative Procedure and Conditions for the Preparation and Review of Environmental and Social Audit Reports
- A Proposed Draft Order on the Pricing of BNE Services Provisions E / Ministry of the Environment in the management of the administrative process related to the ESA, the SEA, the ESIA and the Monitoring of the ESMP.
3.4. Lot of deliverables 4
- The general assessment of the tools available in 2012 environmental assessment? date, and the status of their implementations.
