BACKGROUND

Over the last few years EGPAF has developed a strong in-house training program for Project Managers following the PMD Pro (Project Management for Development Professionals) Guide and using a tailored in-house curriculum. As training has rolled-out across the organization, there has been an identified need for basic financial management training for our programs (nonfinancial) staff and specifically Project Mangers. EGPAF has explored the FMD Pro (Financial Management for Development Professionals) curricula and decided to invest in a more tailored financial management training approach, which speaks to the PMD Pro and EGPAF tools and processes.

PURPOSE/SCOPE OF WORK

Consultant will develop a three-day financial management training curriculum for EGPAF-s programs (non-operations) staff, focused specifically on the needs of Project Managers. The curriculum will use terminology and process from the PMD Pro, while introducing programs staff to key financial management concepts and EGPAF specific tools and processes. The curriculum will train Project Mangers in their role and responsibilities for project financial management while providing other programs staff with knowledge and skills to be knowledgeable consumers of project financial information.

Development of materials will be done in close consultation with EGPAF-s Director of Finance and Accounting, and Director of Project Management. The Foundation is working with a hard deadline of December 31, 2018 for completion of work.

CONTRACTOR DELIVERABLES

? Detailed training syllabus or outline

? Facilitator guide including

o specific learning objectives

o facilitator talking points

o session plans for each lesson - see sample “Session Plan” attached, although we are open to recommendations on the best format

? Participant workbook covering all key content from the training - designed as reference for participant use post-training (formatted for printing)
? Presentation slides (in PowerPoint format with EGPAF branding, template to be provided)
? Training activities utilizing participatory training approaches
? Training evaluations (pre and post)

DESIRED EXPERIENCE:

The Foundation is looking for a consultant with the following experience:
? Familiarity with PMD Pro
? Experience in instructional design of finance trainings

? Knowledge of U.S. Government funding. Knowledge of non-USG donors, like DFID, UNITAID, UNICEF, etc. a plus

? Demonstrated ability to collaborate closely with staff to understand existing processes and tools which will be presented in curriculum
? Experience facilitating finance trainings a plus
? Knowledge of the international development sector a plus

FOUNDATION RESPONSIBILITIES:

EGPAF will make our systems, tools and procedures available to consultant. Additionally, key staff responsible for roll-out of the training will work closely with the consultant to provide regular feedback during the development of these materials.

LOGISTICS:

Preference given to consultants who can be available to meet on site regularly with EGPAF staff. Phone calls and other remote working communications expected regularly.


KEY CONTRACT TERMS: The anticipated contract type is fixed price. Unless stated otherwise in the statement of the work, the Contractor is responsible for providing equipment and/or supplies required to perform the services.

All deliverables provided to the Foundation must be furnished for the use of the Foundation without royalty or any additional fees. All Materials will be owned exclusively by the Foundation. Contractor will not use or allow the use of the Materials for any purpose other than Contractor-s performance of the Contract without the prior written consent of the Foundation.

EVALUATION CRITERIA AND SUBMISSION REQUIREMENTS:

The Foundation will accept the proposal that presents the best value. All proposals will be evaluated against the following Evaluation Criteria.
