Tender Details

The Ministry of Housing (HOUS) is seeking a consultant with expertise in local government planning, land use, and development finance to update existing development cost charges (DCC) guidance and develop new comprehensive guidance about amenity cost charges (ACC).



The scope of work includes four (4) guides in total - updates to two development cost charges guides - the Development Cost Charge Best Practices Guide and Development Cost Charge Guide for Elected Officials, and writing of two new amenity cost charges guides (a best practices guide and a guide for elected officials).



The updates to existing DCC guidance documents and the development of new ACC guidance must reflect legislative amendments to the Local Government Act and the Vancouver Charter resulting from Bill 46, Housing Statutes (Development Financing) Amendment Act, 2023, and other previous policy and legislative updates to the DCC framework.
