Description: Central American countries have experienced a significant surge in digitalization, prompting both public and private sectors to embrace new forms and patterns of work and communication. However, the readiness of Central American countries in terms of cybersecurity remains inadequate to effectively manage the escalating risks associated with this digital transformation. The region grapples with fragile infrastructure, often lacking essential technological, human, economic, and organizational resources to adeptly address cybersecurity risks and efficiently prepare for, detect, and respond to incidents.

Latin America and the Caribbean ranks as the region with the lowest commitment to cybersecurity, with several Central American countries at the bottom of the ranking. Nonetheless, the level of cyber maturity varies among countries. While some nations are still working to develop their legal frameworks for cybersecurity, others have established more advanced ecosystems, resulting in comprehensive legal and regulatory frameworks. However, regional entities, including government agencies and private sector entities, face constraints in terms of financial and human resources to implement existing security measures.

Strengthening the cybersecurity maturity of Central American countries will be vital to enable the region to fully harness the advantages of digitalization and increase its participation in the global digital economy.

The World Bank is seeking the services of a qualified firm to develop a comprehensive Cybersecurity Evaluation Methodology (referred to from now on as the "Methodology") which will assist the governments of Panama and the Dominican Republic in assessing and monitoring the cybersecurity posture of public institutions and essential service providers across both the public and private sectors.
