Tenders are invited for Development and Implementation of Citizen-Centered Channels for Citizens
Grants will be awarded to Iraqi organizations and private entities to achieve the following activity
objectives:
• Citizen engagement tools are designed, adopted, and utilized to capture citizens- and marginalized
groups' priorities and shared with decision-makers through the provincial planning and budgeting
process.
• Citizens- ability to evaluate service delivery outcomes and inclusion of priorities in the provincial
development plans is enhanced.
Applicants can propose activities in one or more provinces, specifically at the district level, targeting exactly
two districts in each province (refer to section IE.). If proposing to cover more than one province, applicants
must submit a separate grant application, including all required annexes, for each province.
Applicants must be a registered Iraqi Organization or Private entity formally constituted, recognized
by and in good standing with appropriate Iraq authorities, and compliant with all applicable civil and
fiscal regulations.
• Applicants may submit more than one application per prime organization under this RFA. Applicants
can propose activities in one or more provinces, specifically at the district level, targeting exactly two
districts in each province (refer to section I.). If proposing to cover more than one province, applicants
must submit a separate grant application, including all annexes A, B, and C, for each province.
• Applicants must be able to demonstrate successful past performance in implementation of integrated
development programs related to Ma-an priority areas.
• Applicants must have established outreach capabilities with linkages to the beneficiary group(s)
identified in the program description. This should be reflected by the incorporation of the beneficiary
perspective in the application.
• Applicants must display sound management in the form of financial, administrative, and technical
policies and procedures and present a system of internal controls that safeguard assets; protect against
fraud, waste, and abuse; and support the achievement of program goals and objectives. Ma-an will
assess this capability prior to awarding a grant.
