Indonesia faces significant road safety challenges, with approximately204, 450 accidents resulting in 27, 520 fatalities annually—rates considerablyhigher than in developed countries. As an archipelagic nation with 35 provincesspanning over 17, 000 islands, rural areas face unique challenges due togeographical isolation, inadequate infrastructure, and limited emergencyresponse capabilities.Contributing factors include rapid growth in vehicle ownership, poorobservance of traffic rules, inadequate enforcement, driver fatigue, andvulnerable pedestrians. With the government's focus on improving subnationalroad networks, accident rates may increase unless these factors are addressedcomprehensively.The Government of Indonesia (GoI) has made efforts through variouslaws and regulations, including Law No. 38 of 2004, Law No. 22 of 2009, and therecently launched National General Plan for Road Safety (RUNK). The Ministry ofPublic Works issued updated Road Safety Audit Guidelines in February 2024, andthe National Police has implemented a Road Safety Management System. However, concrete measures are not evident on the rural road network.This technical assistance aims to help GoI create a comprehensive andscalable decision-support framework that enables policymakers and stakeholdersto identify, prioritize, and allocate resources effectively for enhancing roadsafety in rural areas across Indonesia's 35 provinces.
