Pillar V: Developing Turkey`s Innovation Ecosystem

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is supporting the Turkish Ministry of Industry & Technology (the “MOIT”), which has formed a working group to establish an office under ministerial auspices (the “Office”) with the agenda of developing Turkey-s medium and high value added manufacturing ecosystem. The main agenda of the Office is to lead a recently established incentive programme, the Technology Focussed Industrial Movement, which is designed to identify and support companies manufacturing medium & high-tech products. The programme will target new investment projects for around 400 innovative products across six sectors: machinery, electrics, electronics (optical equipment and ICT), motor vehicles, pharmaceuticals and chemicals. Machinery is selected as the pilot sector for the initial run (the “Project”).

Assignment Description:

In the context of the Project, the Bank now wishes to engage a consultant (the “Consultant”) in order to perform the following(the “Assignment”):

Develop the Office-s sectoral expertise and the capability to run the program successfully, including building industry know-how, developing a business mindset, assessing applicants- business viability and potential;
Build capacity for the initial assessment of projects- innovative potential, knowledge intensity and the appropriateness for the programme.
Analyse similar incentive programmes and structures and best practices;
Give advisory in structuring the operating framework of the Office;
Foster programme management skillset;
Help office to initiate, generate sectoral innovation/project roadmaps;and
Develop platforms, mechanisms and processes to identify, initiate and facilitate high potential projects with the related stakeholders
The Consultant is expected to bring sector expertise together with the skillset of programme management, project technical & commercial assessment. The Consultant will provide a machinery sector expert (the “Consultant-s Sector Expert”, the “CSE”) to work with the Office on a part-time (3 days or 24 hours per week) basis.

The expected outcome of the Assignment is to address previously identified structural bottlenecks in Turkey-s innovation ecosystem.

The selected Consultant is expected to provide the following services:

1. Support the build-up of sector knowledge;

2. Support the assessment of proposed projects and development of monitoring mechanisms;

3. Draft a report on innovation policy best practices based on comparative experience; and

4. Support the development of international benchmarking functions.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start on 1 November 2019 and has an estimated overall duration of 24 months.

Cost Estimate for the Assignment: Up to EUR 320, 000 (exclusive of VAT).

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Please note that subject to availability of funding, the performance of the selected Consultant and the business needs, the Assignment may be extended beyond the current scope.

Funding Source: It is anticipated that the assignment will be financed by the EBRD Shareholder Special Fund (the “SSF” or the “Fund”).Please note that selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the interested consultant`s nationality.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to providing advisory services for capacity-building in government institutions, with experience in programme management and expertise in industry analytics, innovation policy and roadmap development.

The Consultant-s Sector Expert will be an experienced practitioner with extensive industry knowledge and understanding of existing structural conditions in Turkey. They will be abreast of sector trends and strategic directions with strong connections to and professional relationships with stakeholders in the industry. The CSE will also have experience in providing advisory services for institutional capacity-building.
