OVERVIEW

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) towards the cost of consultancy services to develop a Closure Plan for Vieux Fort Landfill and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Saint Lucia Solid Waste Management Authority (SLSWMA), the Executing Agency, now wishes to procure consultancy services for the completion of (1) reports which will inform the closure design; (2) engineering designs, technical specifications, materials quantities and cost estimates; (3) bid documents for the landfill closure; and (4) a detailed plan for the maintenance and monitoring of the landfill.

The objective of the of the consultancy services is to develop a closure and post closure plan for Vieux Fort Landfill to provide for the remediation of the landfill site in accordance with national regulatory requirements, the highest professional standards, and appropriate international industry practices, including to avoid infiltration of water and maximise the collection of landfill gas.

SLSWMA now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

The duration of the assignment is expected to be for a period of six (6) months.

ELIGIBLITY

Consultants shall be eligible to participate if:

in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects Financed by CDB (2019), setting forth CDB-s policy on conflict of interest for the selection of consultants.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. Key Experts will not be evaluated at the shortlisting stage.

INSTRUCTIONS

An original and three (3) hard copies of the Expressions of Interest along with one (1) USB flash drive with a single non-editable PDF file of the complete Expression of Interest must be received at the first address no later than 1500 hours Saint Lucia local time on March 4, 2020 and one copy must be sent simultaneously by email to CDB at procurement@caribank.org. The sealed envelope containing each submission to the first address should include the name and address of the applicant and shall be clearly marked “Expression of Interest - Consultancy Services - Closure Plan for Vieux Fort Landfill.” The subject line of the emailed submission to CDB shall state “Expression of Interest - Closure Plan for Vieux Fort Landfill Project” and the body of the email shall clearly detail the name and address of the applicant.

The selection method will be on the basis of Quality and Cost Based Selection, therefore, following the assessment of submissions, a shortlist of Consultants will be drawn up comprising a minimum of three and a maximum of six firms. Only the shortlisted firms will be provided with full Terms of Reference and invited to submit technical and financial proposals for the Consultancy Services. The evaluation of the proposals shall be carried out in two stages, first the Quality, and then the Cost. Evaluators of technical proposals shall not have access to the financial proposals until the technical evaluations, including bank reviews and no objection are concluded. The evaluation shall be carried out in full conformity with the Request for Proposal.

GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
