Tender Details

Tenders are invited for Design, Supply, and Installation of Wastewater Treatment Plant (WWTP) in Mestia (Georgia).

1. Georgia has received financing from the Asian Development Bank (ADB) toward the cost of Urban Services Improvement Investment Program - Tranche 5. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The United Water Supply Company of Georgia LLC (UWSCG) (“the Employer”) invites sealed bids from eligible bidders for the Design, Supply, and Installation of Wastewater Treatment Plant (WWTP) in Mestia (Georgia). The Facility is located in the town of Mestia, which is situated in Georgia's north-western part of the Caucasus Mountains, approximately 224 km in the northwest of Tbilisi.

The short description of the works are as follows:

a. Design, construction, and commissioning of a wastewater treatment plant (WWTP) and about 2.5 km sewage network for the town of Mestia. The design is to cater for the full flow and pollution loads for the 2020 population equivalent (PE) of 9, 855 but design and construction shall be executed in a way that allows an extension of the WWTP for the capacity for the year 2040.

b. The plant shall consist of pumping stations, screens, aeration and sedimentation tanks, operation and administrative buildings, sludge thickener, etc.

c. The construction period is 540 days (including the period of commissioning, training and operational acceptance).

3. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries as described in the Bidding Document.

4. The minimum key qualification criteria include, but are not limited to the following:

? Contract of Similar Size and Nature: Participation as contractor, management contractor, or subcontractor, in at least one (1) design and build contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed plant and services, where the value of the Bidder-s participation exceeds USD 7.5 million or equivalent. The similarity of the Bidder-s participation shall be based on the physical size, nature of works, complexity,
methods, technology or other characteristics as described in Section 6, Employer-s
Requirements of the bidding documents (in case of Joint Venture: One partner must
meet the requirement).
? Average Annual Turnover: Minimum average annual turnover of USD 12.57
million or equivalent calculated as total certified payments received for contracts in
progress or completed, within the last 3 years (in case of Joint Venture: Each
partner must meet 25% and One partner - 50% of the requirement);
? Financial Resources: The Bidder must demonstrate access to, or availability of
liquid assets, lines of credit, or other financial resources, to meet the Bidder-s
financial resources requirements in the amount of USD 1.57 million or equivalent (in
case of Joint Venture: Each partner must meet 25 % and One partner - 50% of the
requirement).

• An electronic copy of the Bidding Document will be provided in a non-editable CD format
to all interested Bidders upon payment of a non-refundable fee of:
- GEL 250 (or 100 USD) for receiving it via pick up at the UWSCG office
between 10:00 to 17:00 hours, or 500 Georgian Lari; or
- USD 200 for receiving the bidding documents by courier. No liability will be
accepted for the loss or late delivery.
