Tenders are invited for Design, Supply and Installation of Traction Substations and Transformers; Signaling, Telecom and SCADA Systems; and Video Surveillance System.


1. The Republic of Uzbekistan has applied for financing from the Asian Development Bank (“ADB”) towards the cost of Central Asia Regional Economic Cooperation (CAREC) Corridor 2 (Pap-Namangan-Andijan) Railway Electrification Project - Additional Financing, and intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Joint-Stock Company "O`zbekiston Temir Yo`llari" (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the following lots (“the Facilities”):
Lot 1: Traction Substations and Transformers
Lot 2: Signaling, Telecom and SCADA Systems
Lot 3: Video Surveillance System

Bidders may bid for one or multiple lots, as further defined in the Bidding Document.

3. Open competitive bidding (international advertisement) will be conducted in accordance with ADB-s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Submission of audited financial statements or, if not required by the law of the Bidder-s country, other financial statements acceptable to the Employer, for the last three (3) years to demonstrate the current soundness of the Bidder-s financial position. As a minimum, the Bidder-s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

• Minimum average annual turnover for the last three (3) years, the following lots calculated as total certified payments received for contracts in progress or completed:

Lot 1: $11.1 million
Lot 2: $40.0 million
Lot 3: $6.7 million.

• The Bidder must demonstrate that its financial resources less its financial obligations for
its current contract commitments meet or exceed the total requirement for the Subject
Contract of:
Lot 1: $1.85 million
Lot 2: $6.6 million
Lot 3: $0.8 million.
• Successful completion within the last five (5) years of at least two (2) similar contracts,
where the value of Bidder-s participation exceeds:
Lot 1: $11.84 million
Lot 2: $40.0 million
Lot 3: $4.0 million

• Experience in the following key activities:

Lot 1: Design, supply and installation of at least one (1) traction substation and transformers for major railway systems

Lot 2: Design, supply and installation of at least one (1) signaling, telecommunication and SCADA system for major railway systems

Lot 3: Design, supply and installation of at least one (1) integrated video surveillance system for railways.

7. Submit your bid:

Late bids and hardcopy submission will not be accepted. Bids will be opened immediately after the deadline for bid submission. 8. A Pre-Bid meeting will take place at 15:00 hours (Tashkent time) on 14 December 2020 via Zoom. All Bidders who officially received Bidding Documents will receive a link seven (7) days prior to the meeting.
