Design, construction and operation and maintenance of the Cléon-Saint-Aubin-lès-Elbeuf heating network The contract, subject of this consultation, is a global public performance contract as defined by articles L.2171-3 and R2171-3 of the Code of Public order. Its purpose is the design, construction and operation-maintenance of the Cléon-Saint-Aubin-lès-Elbeuf heating network. This global contract aims to retain a bidder to design, build and operate the installations of the Cléon-Saint-Aubin-lès-Elbeuf heating network, namely: - Heat recovery and production facilities to supply future network subscribers (heat recovery from wastewater, biomass boiler room, gas backup boiler room, etc.), including civil engineering, exterior fittings and all necessary constraints - The buried heating network serving future network subscribers - Heat delivery stations to each subscriber (substations) - The creation of a photovoltaic installation aimed at supplying electricity to the central boiler room as part of a possible additional service. Operation-maintenance services include P1, P2 services and P3, for all the installations designed and built as part of this contract, as well as one-off missions within the framework of a unit price schedule.
