Project Labor Agreement (PLA) Request for Information (RFI) for Construction Project for Replace Waterfront Transformers in the State of Florida



This is a request for information/market research. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time.



NAVFAC Southeast is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the following construction project. The project will replace the primary and secondary electrical distribution system, lighting, and nine (9) transformers with switchgears, and power & telecommunication igloos infrastructure for six (6) substations at ECHO, ALPHA, BRAVO, and DELTA wharves to meet the full shore power requirements of various naval ships. Demolish one (1) existing substation building vulnerable to storm surge flooding and build a new elevated substation. The goal of this project is ensure individual ships meet the full shore power requirements with new transformer & igloo pairs and switchgears to provide greater electric load with twelve receptacles capacity. Construction may include, but is not limited to, replace waterfront transformers located in the State of Florida. Project will be design-build. NAICS Code: 236220. The magnitude of construction is anticipated to be $25M - $100M. General period of performance is anticipated to be for the base award for ALPHA, BRAVO, and DELTA wharves is four years and an option award for ECHO wharves for a period of four years after option award.



A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f).
