DESIGN AND IMPLEMENTATION OF TECHNICAL AND PROFESSIONAL TRAINING PROGRAMS FOR SIX SECTORS OF ECONOMIC ACTIVITY: TOURISM, CONSTRUCTION, PLASTICS, TEXTILE AND CLOTHING, POULTRY, AND SUGAR. The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the "Government" or “GOES”), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (“Grant Agreement").
The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation.
The Government, acting through “El Fondo del Milenio II” or “FOMILENIO II”, intends using part of the funds to eligible payments under the terms and conditions of the contracts resulting from these consulting firms selection procurement to perform these consulting services on six sectors of economy in a transparent and financially viable, according to the following detail:

TITLE: DESIGN AND IMPLEMENTATION OF TECHNICAL AND PROFESSIONAL TRAINING PROGRAMS FOR SIX SECTORS OF ECONOMIC ACTIVITY: TOURISM, CONSTRUCTION, PLASTICS, TEXTILE AND CLOTHING, POULTRY, AND SUGAR. Original title in Spanish: “DISEÑO E IMPLEMENTACIÓN DE PROGRAMAS DE FORMACIÓN TÉCNICA Y PROFESIONAL PARA SEIS SECTORES DE ACTIVIDAD ECONÓMICA: TURISMO, CONSTRUCCIÓN, PLÁSTICO, TEXTIL Y CONFECCIÓN, AVÍCOLA Y AZUCARERO”.
CONTRACT TERM AND PERFORMANCE OF THE SERVICES: Contract Term (IDIQ modality): 12 calendar months, with the option of FOMILENIO II to renew it for a period of up to 12 months each time, up to a total of 24 months maximum, subject to the performance of the consulting firm.
The term for Work Order No. 1: 2 calendar months.
Both terms from the Commencement Order, which will be issued in writing by FOMILENIO II.
DATE AND TIME(1) OF CONFERENCE PREVIOUS TO RECEPTION FOR PROPOSALS: Wednesday, November 29, 2017, at 9:00 a.m.
DATE AND TIME(2) LIMIT OF RECEIVING PROPOSALS: No later than Monday, January 8, 2018, until 4:00 p.m.

The conference previous to reception for proposals will take place in FOMILENIO II office in San Salvador, subject to confirmation. Although this is not a mandatory meeting, it is recommended to attend all prospective consulting firms or their representatives.
Payments from FOMILENIO II shall be subject, in all respects, to the terms, conditions, including restrictions on the use of MCC funding agreement. Any other party than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC.
Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy.
The consulting services to be provided under this request will be selected under the method of Quality and Cost Based Selection - (QCBS), described in the documents of Request for Proposals (RFP), according to MCC Procurement Guidelines of August 15, 2015, Section 1.B and its modifications, posted in http://www.fomilenioii.gob.sv/directrices-de-adquisiciones.
With this Specific Procurement Notice, FOMILENIO II seeks to obtain and evaluate Technical and Financial Proposals from firms specialized in consulting services for the sectors of required economic activity: tourism, construction, plastics, textile and clothing, poultry or sugar. The scope of services for these contracts under the IDIQ modality are focused on: covering information needs, planning and training for job positions in six productive sectors in which Sector Committees operate that have signed an agreement with FOMILENIO II: Plastic, Construction, Textile and Clothing, Tourism, Sugar, and Poultry. Similarly, consulting firms must provide a general model of training and certification by competency. The scope of services for Work Order No. 1 is focused on: preparing a diagnosis on the training needs by competencies for specific jobs that each sector (Plastic, Construction, Textile and Clothing, Tourism, Sugar, and Poultry) demand in the short and medium term.
Interested consulting firms may obtain the Request for Proposals (RFP) documents, free of charge, at the address indicated below, starting from Tuesday, November 14, 2017, on weekdays from Monday through Friday from 9:00 a.m. to 12:00 m. and from 2:00 p.m. until 5:00 p.m., official time in the Republic of El Salvador (UTC-6:00). In addition, the Request for Proposals (RFP) documents can be downloaded from the FOMILENIO II website: http://www.fomilenioii.gob.sv/adquisiciones/procesos, under the "Adquisiciones" tab, select and search in "Avisos Específicos" menu option, from the above date, or in hardcopy form, free of charge, at the address indicated below.
ATTENTION (IMPORTANT NOTICE): It is made known to all interested parties that the offices of FOMILENIO II will be closed to the public during the period from Monday, December 25, 2017, until Wednesday, January 3, 2018 (both dates inclusive) for vacations. The above must be taken into account by the interested parties for all the scheduled dates and communications corresponding to this procurement.
Those consulting firms interested in registering their e-mail address, general data and expressing their interest in participating in this procurement, will receive notifications via the e-mail registered, related to clarification notes, amendments or any other necessary information related to this procurement, issued during the period specified in the invitation documents. Besides sending this information to the registered e-mail address of interested consulting firms, it will be available for everyone for downloading, previous free online registration, in the FOMILENIO II website http://www.fomilenioii.gob.sv/adquisiciones/procesos.
All the proposals of interested consulting firms should be submitted in Spanish language, under the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, dated January 26, 2015. The proposals must be presented and registered at the address listed below, no later than the deadline time and date indicated in the Request for Proposals, as shown above in this notice.
Interested consulting firms should be aware that customs formalities and shipping distances might extend the estimated delivery time. The proposals that come after the indicated deadline time and date for submit and register the proposals will be returned unopened.
