Real estate and energy guidelines (SDIE) are a prospective tool for decision -making assistance, intended to better manage real estate assets: maintain them in good condition, improve their quality of use, rationalize their occupation, strengthen their energy performance and thus Master their overall cost. This market consists of two lots: - the first lot (lot n 1) includes design services, and if necessary the execution monitoring, real estate and energy guidelines established for the members of the union whose number of inhabitants is Strictly less than 15, 000 (INSEE base). This lot is mono-attribute and passed according to the technique of the framework agreement with order form. - The second lot (lot n 2) includes design services, and if necessary the execution monitoring, real estate and energy guidelines established For union members whose number of inhabitants is equal to or greater than 15, 000 (INSEE base). This lot is multi-attribute and passed according to the technique of framework agreement with subsequent markets. Subsequent markets in application of this framework agreement are mono-attributes.
