Tenders are invited for Design and Construction of a Workshop to Carry out Maintenance of Specialised Equipment for Waste Management.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 06/12/2016 and updated on 09/04/2018.

GREATER AMMAN MUNICIPALITY (GAM), hereinafter referred to as “the Employer”, intends to use part of the proceeds of a grant from the Department for International Development (DFID) towards the cost of GAM Solid Waste Crisis Response Programme 9051-GPN-47981.

The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the grant:

Design and construction of a workshop to carry out maintenance of specialised equipment for waste management including but not limited to refuse collection vehicles, dump trucks, roll on roll off trucks, skip loaders, buses, water tankers, wheeled loaders, waste compactors and excavators. The location of the workshop will be at Al Ghabawi landfill.

Tendering for contracts to be financed with the proceeds of a grant from DFID is open to firms from all countries. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Tender qualification criteria are as follows:

1. Historical non-performance

Non-performance of a contract did not occur within the last 5 years prior to the deadline for application submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the tenderer have been exhausted.

All pending litigation shall in total not represent more than ten percent (10%) of the Tenderer-s net worth and shall be treated as resolved against the Tenderer.

2. Financial situation

Submission of audited balance sheets, or if not required by the law of the Tenderer-s country, other financial statements acceptable to the Employer, for the last 5 years to demonstrate the current soundness of the Tenderer-s financial position and its prospective long term profitability. As a minimum, a tenderer-s net worth calculated as the difference between total assets and total liabilities should be positive

3. Average annual turnover

Minimum average annual turnover of JOD 975, 000 calculated as total certified payments received for contracts in progress or completed, within the last 5 years.

4. Financial Resources

The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of JOD 315, 000.

5. Experience

Experience as Contractor in at least 3 contracts within the last 5 years, each with a value of at least JOD 315, 000 that have been successfully and substantially completed and that are similar to the proposed design & build works.
