DESIGN AND CONSTRUCTION OF THE PLANT OF WASTEWATER TREATMENT IN THE URBAN AND INDUSTRIAL AREA OF NEJAPA MUNICIPALITY, SAN SALVADOR.
Original title in Spanish: “DISEÑO Y CONSTRUCCIÓN DE LA PLANTA DE TRATAMIENTO DE AGUAS RESIDUALES EN EL ÁREA URBANA E INDUSTRIAL DEL MUNICIPIO DE NEJAPA, DEPARTAMENTO DE SAN SALVADOR”.

The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the "Government" or “GOES”), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (“Grant Agreement").

The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation.

The Government, acting through “El Fondo del Milenio II” or “FOMILENIO II”, intends using part of the funds to eligible payments under the terms and conditions of the contract resulting from this “Competitive Bidding” process, to perform these works in a transparent and financially viable, according to the following detail:

Original title in Spanish: “DISEÑO Y CONSTRUCCIÓN DE LA PLANTA DE TRATAMIENTO DE AGUAS RESIDUALES EN EL ÁREA URBANA E INDUSTRIAL DEL MUNICIPIO DE NEJAPA, DEPARTAMENTO DE SAN SALVADOR”.

PERIOD OF EXECUTION OF THE CONTRACT: 16 calendar months, broken down as follows:

- 4 calendar months for design.
- 12 calendar months for construction, including 3 months to develop completion tests.

DATE AND TIME(1) OF CONFERENCE PREVIOUS TO RECEPTION FOR BIDS: Thursday, July 5, 2018, at 9:00 a.m.

DATE AND TIME(2) LIMIT OF RECEIVING BIDS: No later than Thursday, August 9, 2018, until 10:00 a.m.

Notes: 1 and 2, official time in the Republic of El Salvador (UTC-06:00).

The conference previous to the reception of bids will be held in the offices of FOMILENIO II or in the place that will be notified in a timely manner by means of a Clarification Note. Although this is not a mandatory meeting, it is recommended to attend all interested or their representatives.

Payments from FOMILENIO II shall be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding agreement. No party other than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC.

Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy.

The construction of the work to be contracted under this "Call for Bids without Prequalification", will be done under the Competitive Bidding - (CB) method, described in the invitation document, according to MCC Procurement Guidelines of August 15, 2015, Section 1.B and its modifications, posted in http://www.fomilenioii.gob.sv/directrices-de-adquisiciones.

Those interested may obtain the bidding documents, free of charge, at the address indicated below, starting from June 25, 2018, Monday through Friday from 9:00 a.m. to 12:00 m. and from 2:00 p.m. to 5:00 p.m., official time in the Republic of El Salvador (UTC-06:00). In addition, the invitation document can be downloaded previous free online registration from the "Adquisiciones" section in FOMILENIO II website:

IMPORTANT NOTICE: For the knowledge of all of those interested, FOMILENIO II office, will remain closed to the public from July 30th until August 6th, 2018 (both dates included), due to vacations. This has to be considered for all the deadline dates indicated and communications subject to this procurement.

Those interested who register through the FOMILENIO II website, their e-mail address, general data and expressing their interest in participating in this procurement, will receive notifications via the e-mail registered, related to explanatory notes, amendments or any other necessary information related to this procurement, issued during the period specified in the invitation document. Besides sending this information to the registered e-mail address of interested, it will be available for everyone for downloading, previous free online registration, in the FOMILENIO II website http://www.fomilenioii.gob.sv/adquisiciones/procesos.

All bids data of interested Contractors should be submitted in Spanish language, under the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, dated January 26, 2015. The bids must be presented and registered at the address listed below, no later than the deadline time and date indicated above in this notice.

Bidders should be aware that distance and customs formalities may require longer than expected delivery time. Late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Bidder.
