Design and Build for the Construction of New Passenger Terminal Building and Site Development of Tacloban Airport Development Project

1. The Department of Transportation (DOTr) through the 2018 GAA Locally Funded Projects intends to apply the sum of Six Hundred Ninety-Four Million Five Hundred Ninety-Seven Thousand Nine Hundred Thirty-Seven Pesos and Thirteen Centavos (Php694, 597, 937.13) being the Approved Budget for the Contract (ABC) to payments under the contract for the Design and Build of the Construction of New Passenger Terminal Building and Site Development of Tacloban Airport Development Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The DOTr now invites bids for the Design and Build of the Construction of New Passenger Terminal Building and Site Development of Tacloban Airport Development Project. Completion of the Works is required within five hundred fifty (550) calendar days inclusive of one hundred twenty (120) pre-determined unworkable days. The description of an eligible bidder is contained in the Bidding Documents, particularly in, Section II. Instructions to Bidders.



Bidders should have completed a contract similar to the Project which refers to the design and construction of industrial, commercial or institutional building which involves Architectural, Structural, Sanitary/Plumbing, Electrical and Mechanical Works, under a Design and Build Scheme with a contract amount of at least fifty percent (50%) of the ABC. Bidders should have an ISO 9001:2015 Certificate and has a valid Philippine Contractors Accreditation Board (PCAB) License and Registration with License Category of AAA Registration of at least Large B in Building or Industrial Plant, Medium B in Electrical Work, and with specialty in Electro-Mechanical Works.



3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-



Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



4. Interested bidders may obtain further information from DOTr and inspect the Bidding Documents at the BAC Secretariat, Office Building 2529, DOTr Compound, Apo Court along Sergio OsmeA+/-a St., Clark Freeport Zone, Pampanga, during office hours from Monday to Friday, 7:00 AM to 5:00 PM.



5. A complete set of Bidding Documents may be acquired by interested bidders from 10 October 2018 until 11:00 AM of 07 November 2018 at the BAC Secretariat Division, Office Building 2529, DOTr Compound, Apo Court along Sergio OsmeA+/-a St., Clark Freeport Zone, Pampanga, and upon payment of a non-refundable fee for the Bidding Documents in the amount of Seventy-Five Thousand Pesos (Php75, 000.00). Bidders- authorized representative shall present and submit letter of authorization upon purchase of the Bidding Documents.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (www. dotr.gov.ph), provided that, bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.



6. The DOTr will hold a Pre-Bid Conference on 18 October 2018, 1:00 PM at Office Building 2529 Conference Room, DOTr Compound, Apo Court along Sergio OsmeA+/-a St., Clark Freeport Zone, Pampanga, which shall be open to prospective bidders.



7. Bids must be duly received by the BAC on or before 07 November 2018, 11:00 AM at Office Building 2529, BAC Secretariat Division, DOTr Compound, Apo Court along Sergio OsmeA+/-a St., Clark Freeport Zone, Pampanga. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on 07 November 2018, 11:00 AM at Office Building 2529 Conference Room, DOTr Compound, Apo Court along Sergio OsmeA+/-a St., Clark Freeport Zone, Pampanga. Bids will be opened in the presence of the bidders- representatives who choose to attend at the aforesaid address. Late bids shall not be accepted.



8. The DOTr reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
