Scheme Details

The purpose of the Talent Acquisition Scheme (Scheme 0012) is to replace SCM0227 (Prequalification Scheme Executive Search) and A1651200 (Assessment Services Panel Contract). This allows Eligible Buyers to buy a suite of products and / or services to source, assess and select talent for executive roles. The Scheme includes four categories with associated products and services:


• Design and Delivery of Assessments


• Talent Search


• Psychometric Tools


• Recruitment Technologies


The Talent Acquisition Prequalification Scheme is intended to:


• allow Government to engage suppliers with less red tape


• make it easier for Suppliers to do business the NSW Government, in particular small to medium enterprises and regional businesses


• "open up" the contractual arrangements to more Suppliers


• better leverage the available talent pool and assessment services that industry can offer


• preserve the Government-s position of leverage within the market place; and


• be respectful of associated risk


This Scheme is managed by NSW Procurement and will leverage NSW Government buying power whilst opening up opportunities to small and medium enterprises, regional and boutique Suppliers. The Secretary, Department of Finance, Services and Innovation, will be the Principal of the Scheme. NSW Procurement, on behalf of the Principal, will manage this Scheme.


The use of the Scheme by a Customer for the procurement of these products and services is mandatory. The Scheme includes a wide range of Suppliers who have been evaluated based on their capability, capacity and overall value for money to provide a range of products and services. The Suppliers on the Scheme have been screened to ensure compliance requirements have been met and many contractual issues resolved, enabling Customers to purchase with confidence and reduced risk.


Supplier evaluations will occur in two phases. The first phase will focus on incumbent suppliers to both the Prequalification Scheme: Executive Search and the Assessment Services Panel Contract. New supplier applications will be assessed from July 2018.
