Pursuant to Art. 139 of the Act, The Ordering Party will first examine and evaluate the offers, and then subjectively qualify the Contractor whose offer receives the highest assessment in terms of the lack of grounds for exclusion and compliance with the conditions for participation in the proceedings. 3.
