To the extent not regulated by this SWZ, the provisions of the Public Procurement Law apply. 2. The Ordering Party, in accordance with Art. 139 of the Public Procurement Law, provides for the reverse order of activities, i.e. it may first examine and evaluate offers, and then subjectively qualify the Contractor whose offer was rated the highest in terms of lack of grounds for exclusion.
