DELIVERY, IMPLEMENTATION AND MAINTENANCE OF A CIVIL AFFAIRS MANAGEMENT APPLICATION With this assignment, the City of Halle wishes to purchase a new management application that can better meet the needs of all stakeholders. This concerns the board and her representatives, employees, the local police zone, ... but especially its external customers: Citizens. Stakeholders expect increasingly efficient and effective services and we wish to better meet this demand with a new application. For employees this expectation is oriented into one accessible application or uniform interface to enable maximum usability. For citizens, expectations are in line with the digital service strategy of the Flemish Government and the wishes of the City Halle to strongly focus on the use of the Flemish building blocks supplied by Digitaal Vlaanderen. The solution offered must at all times comply with the general instructions determined by the Federal Public Services in domain Civil Affairs It can easily integrate into the existing architecture and current applications by based on an open data and API philosophy with sufficient interoperability.
