Tender Details

Delivery of four low-temperature freezers to IHAR-PIB 1. The subject of the order is the delivery of four low-temperature freezers to IHAR-PIB. 2. A detailed description of the subject of the order is included in the Description of the subject of the order (Appendices No. 1 to SWZ). 3. The procedure is conducted as an open tender, in accordance with Art. 132 of the Act of 11 September 2019 Public Procurement Law (consolidated text: Journal of Laws of 2024, item 1320, as amended), hereinafter referred to as the "Act" or "uPzp", with an estimated value equal to or exceeding the "EU threshold" within the meaning of Art. 3 of the Act. 4. The Ordering Party did not divide the order into parts and therefore does not allow the submission of partial offers. Justification: Dividing the order into lots is not justified due to the occurrence technical and integration risks, in particular the risk of incompatibility of individual equipment elements, dispersion of service responsibility, increased logistics costs and organizational difficulties. The subject of the order is: a functionally integrated whole. Moreover, due to the principle of rational spending of funds by the Ordering Party, it is inappropriate to divide the order into parts. At the same time, the order is entirely tailored to the needs of small and medium-sized enterprises within the meaning of Annex I to Commission Regulation (EU) No 651/2014 of 17 June 2014 5.
