The subject of the order is the supply of fingerprint materials for technicians. 2. Detailed description of the item the order constitutes Annex No. 5a-l to the SWZ relevant to the Task. 3. The Ordering Party, in accordance with Art. 139 of the Act, provides for the reverse order of activities, i.e. it may first examine and evaluate offers, and then perform subjective qualification of the Contractor, whose offer was rated the highest, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the proceedings. 4.
