NOTICE OF INTENT TO SOLE SOURCE
The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO) intends to negotiate a sole source contract with Dataminr, Inc. A sole source Justification & Approval document is currently being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.301.
The proposed contract action is to procure annual software licenses and support for Dataminr-s First Alert Advanced (P/N: DM-FAFC-ADV-IND), a proprietary, commercial off-the-shelf (COTS) real-time, AI-powered intelligence platform. It also includes Agentic Corroboration & Context, which deploys a fleet of AI agents to instantly scan over 200, 000 distinct public information sources—including social media, IoT sensor data, audio transmissions, and the dark web—providing real-time verification.
Furthermore, the Government requires the unique capability to track and analyze anomalous airplane transponder signals (ADS-B Signals). The Dataminr First Alert Advanced platform consumes tens of millions of data points per day from radar, ground, and space-based ADS-B re...
