The municipality's objective is to carry out cleaning activities in the outdoor areas for Clean, Green and Gray more effectively and efficiently, so that the image quality in the city further improves. To achieve this objective, we want smart, deploy mobile camera technology. This technology acts as a preview by monitoring the city on a regular or variable basis and recognizing work carried out or required. This concerns, for example, different forms of (litter) waste and other types of waste in public spaces (e.g. additions). The recognized activities are translated into data, which then serves as input for drawing up the division of work and implementation planning in the different areas and vehicles. These images must be converted into data on the spot and directly (i.e. in the vehicle/on the bicycle). This data can be used to direct implementation to locations where pollution has actually been found. The technology has the possibility to scan the entire outdoor area, even in hard-to-reach places, such as behind parked vehicles. We are aware that this requires a different solution than the standard way of collecting data. Depending on the legal possibilities, the municipality also wants to use this camera technology for related purposes in the long term, such as detecting maintenance or repair needs in public spaces. The use of such smart technology becomes political a lot of attention, especially where privacy and (AI) technology are concerned. This requires a careful and timely approach. To achieve all this, the municipality intends to carry out a European tender 'Data-driven cleaning of public outdoor spaces'. The approach is to contract one supplier for the complete service — detecting, enriching, prioritizing and routing.
