Data catalog and related professional services The object of the procurement is a centralized and unified solution that supports the strategic goals of the City of Helsinki in data utilization, digitization and data-based decision-making. To be acquired the solution is intended for use by industries and businesses of the City of Helsinki. The finished solution must be implemented as a SaaS service (cloud-based solution). The acquired solution is delivered as a complete service including a fixed implementation project, continuous service support and maintenance, as well as separately ordered expert work. The scope of the procurement can be seen in more detail in the tender request and its attachments. In the operations of the city of Helsinki, large amounts of data and data assets are constantly generated and utilized management is fragmented in different industries and business establishments. The above-mentioned municipalities have different practices and capabilities in managing data description information, i.e. metadata, which makes it difficult to get an overall picture. There are several in use standardized metadata models, but their application and management varies, which complicates data sharing and integration. Metadata is not centrally managed and there is no framework for it. Data ownership policies vary by administrative municipality, which can affect the sharing of data, the maintenance of its quality and the definition of responsibility issues.
