INVITATION TO BID FOR CY 2017 SUPPLY AND DELIVERY OF VARIOUS VEGETABLE SEEDS FOR DISTRIBUTION TO VEGETABLE GROWERS IN REGION 1
1. The Department of Agriculture Regional Field Office 1 (DA RFO 1) through GAA FY 2017, intends to apply the sum of NINE MILLION NINE HUNDRED NINETY-NINE THOUSAND NINE HUNDRED TWENTY FIVE PESOS (PHP9, 999, 925.00) being the Approved Budget for the Contract (ABC) to payment under the contract for CY 2017 SUPPLY AND DELIVERY OF VARIOUS VEGETABLE SEEDS FOR DISTRIBUTION TO VEGETABLE GROWERS IN REGION 1. Bids exceeding the ABC shall be automatically rejected at the bid opening.
2. The DA RFO 1 now invites bids for the supply and delivery of vegetable seeds with the following specifications:

ADDITIONAL INSTRUCTIONS TO BIDDERS:
1. Bidders must submit a certification that they have no negative slippage of at least 15% in any of their on-going government or private projects whether similar or not similar in nature, or unsatisfactory performance of obligations;
2. Bidders should submit a certification of availability of stocks;
3. Bidders should submit a certification of sufficiency of stock at the time of the post-qualification;
4. Bidders shall have the option of submitting a proposal on any or all items and evaluation and contract award will be undertaken on a per item basis;
5. Bidder should bring brochure/s and product presentation of the offered goods during the pre-bid conference;
6. Evaluation of bids shall be conducted using the non-discretionary criteria. For other methodology/criteria in the evaluation/examination of bids, post-qualification, and award shall be discussed during the pre-bid conference;
7. The bidders or their duly authorized representatives may attend the bid opening. The BAC shall ensure the integrity, security, and confidentiality of all submitted bids;
8. All bidders should submit their bid proposal, (using the standard forms as prescribed by RA 9184), with proper index tabbing arranged in the order listed in the checklist provided by the BAC (if the requirement/ document does not apply, write -A"NOT APPLICABLE-A
