Invitation to prequalification for notice is hereby given by the ministry of finance, financial institutions commission ("ficom"), of its intent to contract with gold medal systems, inc. (milton schmidt) to provide enhancements to the existing credit union information system ("cuis"), including monthly/ annual financial and statistical returns, electronic data entry, database, and financial risk monitoring programs. The total value of the contract to provide enhancements to cuis from october 21, 2016 to may 31, 2018 will not exceed $70, 000.00. The contract will have an initial term of 20 months. Ficom may at its sole discretion exercise its option to extend the contract for up to an additional one (1) year term, subject to the agreement of both parties.ficom believes that no other contractor is qualified or able to provide these services for the following reasons:1) the indicated resource, gold medal systems, inc. Has over 25 years experience in developing systems for the british columbia credit union industry.2) the indicated resource personally designed and built the majority of the network based programs for the credit union information system that are used by the financial institutions commission; stabilization central credit union; and central1 credit union, including electronic data entry (through ficom s private secured website), data analysis suite, custom data extract, comparative analysis report, and summary trend analysis report.3) the indicated resource has extensive historical knowledge of the financial institutions commission s credit union information needs in relation to financial data collection and risk monitoring as well as a current understanding for its future needs under a risk-based supervisory framework.4) the indicated resource has extensive systems knowledge and ongoing experience with detailed information requirements throughout the british columbia credit union industry.5) the expertise required to develop network-based financial information systems is considerable. Contracting the indicated resource will ensure continuity of quality consultative services and reduce the risk of operational delays.vendors wishing to object to this decision should submit in writing the reasons for their objection by 2:00 pm, october 19, 2016, pacific time to jimmy kim, manager, contracts and special projects at [email protected] detailing specific reasons for their objections and proof of their capability and proven record for supplying comparable services.
