The San Francisco Municipal Transportation Agency (SFMTA) is issuing this Request for Proposals (RFP) to solicit proposals from qualified firms (Proposers) to provide Job Order Contracting (JOC) implementation services. These services include program development and implementation, core JOC tools and systems, including the Unit Price Book (UPB), technical specifications, and JOC software platform, program operations support, training and user support, and reporting and program management The selected Proposer (Consultant) must be able to support the SFMTA in connection with “public work or improvement” projects, as defined in Section 6.1 of the San Francisco Administrative Code. The SFMTA may award a contract to a Proposer whose proposal is responsive to the RFP requirements and receives the highest-ranking score. Responsive Proposals will be evaluated by an Evaluation Panel comprised of parties with expertise in services being procured through this RFP. The Evaluation Panel may include staff from various City departments. Proposals will be evaluated based on the criteria outlined in the RFP. Proposers will be ranked starting with the Proposer receiving the highest score, then continuing with the Proposer receiving the second highest score, and so on. The SFMTA anticipates awarding one contract pursuant to this RFP. Any contract awarded under this RFP will be non-exclusive and have a term of up to six years and will have a not-to-exceed amount of $500, 000 for the contract term. The purpose of the contract is to provide the SFMTA with as-needed technical assistance— sometimes on short notice—to support the Agency-s JOC Program and related construction activities. A contract awarded under this RFP will be a performance-based services, JOC-task-order-driven contract. The SFMTA will not pay any upfront fees or fixed retainer fees.
