On April 26, 2024, the welfare region of North Karelia has made a procurement decision to purchase crutches from Tukimet Oy between June 19, 2024 and June 30, 2026 (4772/02.08.00.00/2024, § 3/2024). Bidding for crutches has been assigned to a joint procurement unit in 2025 as part of the competition for walking aids. The preparation of the new tender has been delayed and it is estimated that the tender will be completed on December 31, 2026. Crutches are an essential product for patient care, used in many areas of wellness in operational units such as on-call and assistive device services. The expiration of the current procurement contract, combined with the delay in the new bidding, is leading to a situation where the welfare area does not have a valid contract to acquire essential products. It is not possible to implement alternative procurement procedures or to change the contracted supplier for an interim period without an interruption in the availability of the products. Since the use of the products is continuous, a break in procurement would cause challenges to the operations of the units, endanger the continuity of care and weaken patient safety. The situation would cause a significant risk for securing statutory services in the welfare area. Contract supplier and changing the contract products for an interim period would require technical changes to the order system in use in the welfare area, as well as require logistical changes to the operating units that use the products.
