Description
This is not a solicitation. The Government hereby submits a notice of intent to award a sole sourcefirm fixed price to Navajo Communications. (DBA: Frontier Communications) for Phoenix AreaOffice and Colorado River Service Unit (CRSU) (Parker Indian Health Center and ChemehueviHealth Station) Government facilities for internal and external phone communication in support ofpatient care. Due to remoteness of the 2 rural areas, proprietary wired equipment and service oftelecommunication service, services must continue without interruption to reach patients, ability todial 911, emergency service to avoid risking human life and safety. The phone system is uniqueand dated, in that it is a key system, not VOIP. The period of performance for this effort will be a12- month base period and four (4) 12-month option periods. The total estimated value is lessthan $434, 523.00.A determination by the Government not to compete this proposed contract acquisition based uponresponses to the notice is solely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determining whether to conduct acompetitive procurement. This notice does not obligate the Government to award a contract orotherwise pay for the information provided in response. The Government reserves the right to useinformation provided by respondents for any purpose deemed necessary and legally appropriate.Any organization responding to this notice should ensure that its response is complete andsufficiently detailed.Responses to this notice must demonstrate clear and convincing evidence that competition wouldbe advantageous to the Government and would not be cost or time prohibitive, and would nothinder the mission of Indian Health Service.
