IFC, a sister organization of the World Bank and member of the World Bank Group, is the largest global development institution focused exclusively on the private sector in developing countries. It fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing private capital in local and international financial markets, and providing advisory and risk mitigation services to businesses and governments. Across Africa, creative industries (including film and audiovisual, music, fashion and design, publishing and digital content, and sport) are expanding rapidly in output and consumption. However, the sector-s economic potential is constrained by weak conversion of creative output into predictable and financeable revenues. A central binding constraint is the limited ability of creators and creative firms to capture, retain, and monetize value from intellectual property (IP) within domestic and regional markets. The Playbook will diagnose binding IP system failures, prioritize catalytic reforms, and provide actionable roadmaps for governments, industry stakeholders, and development finance institutions (DFIs) to unlock measurable value capture.
