A central binding constraint is the limited ability of creators and creative firms to capture, retain, and monetize value from intellectual property (IP) within domestic and regional markets. The Playbook will diagnose binding IP system failures, prioritize catalytic reforms, and provide actionable roadmaps for governments, industry stakeholders, and development finance institutions (DFIs) to unlock measurable value capture.
