The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with LIFE TECHNOLOGIES CORP 5781 Van Allen Way, Carlsbad, CA 92008 as the only responsible source that can provide the delivery and installation of one (1) Card Processing Automation CPA200™ instrument. This is a Presolicitation notice in accordance with RFO 5.101.
The equipment provided by LIFE TECHNOLOGIES CORP is the only source that provides DHACA with the delivery and installation of one (1) Card Processing Automation CPA200™ instrument used at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) to support their mission. Due to the three BSD®600 Duet semi-automated biosample punchers being unserviceable, the government requires a replacement. The Card Processing Automation CPA200 will allow AFMES-DNA-OPS to continue to perform consistent, semi-automatic and contamination free processing of family reference blood specimen cards (FR-BSC). This, along with the ease of use, programmability, and operability with AFMES- DNA OPS existing LIMS and proven reliability with low maintenance requirements is why AFMES- DNA OPS has chosen to purchase the CPA200 instrument. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement.
