Expression of Interest are invited for Costing of Benefits Package for the Social Health Insurance
ASSIGNMENT DESCRIPTION
Review the proposed benefits package prescribed in the SHI law and understand the reasons for its current scope and composition.

Carry out a training program for local counterparts to establish a common understanding of (i)

criteria and methods to prioritize health services, including international experiences, and (ii), costing approaches covering different methods, data requirements and practical exercises.

Develop an approach for the costing of the proposed benefits package that adopts (i) a bottom-up, activity-based methodology (One Health Tool) for a set of essential services (including primary health care), and (ii) other costing approaches for the remainder of the interventions/disease groups.

Drawing the approach described above, carry out a costing exercise of the proposed benefits package.

Advise on revisions of the proposed benefits package, drawing on the cost study and other prioritization criteria in line with international good practices, also considering fiscal imp
