Consulting objective: Carry out a technical and sectoral diagnosis of the cement industry in Uruguay, evaluating the technical, economic and regulatory feasibility of greenhouse gas (GHG) emissions mitigation measures, in order to identify decarbonization opportunities, prioritize feasible implementation measures and generate inputs for the development of a sector roadmap, business decision making and the design of public policies and incentive instruments. The study must transversally integrate social and gender equity considerations. The analysis will have a priority focus on the production of clinker and cement, incorporating the concrete sector mainly in aspects linked to the use of cement. with a lower carbon footprint and market development.
