The aim of this RFP is to engage an experienced service provider to prepare and conduct the design, development, testing, deployment and operationalization of a modern, secure and comprehensive information system for the Institution of the Protector of Human Rights and Freedoms of Montenegro, including upgrade and migration of data of existing system. This system will significantly enhance the institution's capacity to effectively implement its mandate, in line with international human rights standards and national priorities. The service provider will be responsible for delivering an integrated digital solution that addresses current institutional limitations and ensures secure, efficient, and transparent management of cases, data, and internal processes. The system will support advanced case tracking, statistical analysis, user access control, document management, and reporting functionalities, as well as Optical Character Recognition (OCR) for improved accessibility of scanned documents. In particular, the service provider will: . Design and develop a user-friendly web-based information system accessible through the local network, aligned with the institution's workflows and data structures; .
