Description

This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice.

The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the conversion of Overhead (OH) to Underground (UG) powerlines at DSCR North District Richmond, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB).

The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 237130 for Power and Communication Line and Related Structures Construction, with a Business Standard of $45M. Product Service Code of Z2NZ - Repair or Alteration of Other Industrial Buildings.

In accordance with FAR 36.204(f) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1, 000, 000 and $5, 000, 000.

Project Description: Provide labor, material, and equipment to perform the following:

USACE NAO is seeking a small business capable of removing existing overhead electrical powerlines and installing new underground ductbanks, new switch stations, and select transformers in the North Campus at Defense Supply Center Richmond (DSCR). DSCR is currently preparing to renovate buildings in the area. Approximately 4000 linear feet of electrical services is to be installed.



Project specifics: Removal of overhead poles 743, 744, 745, 746, 747, 749, 484, 485, 486, 487, 490, 801, 802, 803, 804, A2775360 and two un-numbered poles shown in the sketch provided to us by DSCR. Pole 742 shall serve as the transition point to underground power. Pole A2774855 is to be removed and replaced with one of the existing poles (802).
