③ Have Grade A or B in terms of the qualifications for participating in tenders for Sales of product by the Ministry of Finance, Japan (all ministries/agencies) or the National Printing Bureau, Incorporated Administrative Agency, in the fiscal years 2025, 2026 and 2027.
