The subject of the order is the delivery of a workstation (computing unit) under the project "Development and implementation ofof this low-waste plastic forming technology for hard-deforming metal alloys for the aerospace and automotive industries. "The computer (workstation) will be used for the needs of computational applications, engineering applications, CAD design, computer simulations, graphic applications and Internet access. The specific requirements applytechnical parameters of the workstation are included in the attachment to the ToR - description of the subject of the order.
The contractor may rely on technical or professional capacity or financial standing to confirm compliance with the conditions for participation in the procedure, in appropriate situations and in relation to a specific contract or part thereof. or economic entities, regardless of the natureThe contractor, who refers to the resources of other entities, in order to demonstrate the absence of grounds for exclusion and compliance with them, to the extent that he refers to their resources, the conditions for participation in the proceedings, also submits printed forms. single European procurement document for these entities. The contractor may entrust performancepart of the contract to Subcontractors. The Employer requires the Contractor to indicate the part of the contract which he intends to entrust to Subcontractors and to provide the Subcontractors by the Contractor. Contractors may jointly apply for the contract. In this case, the Contractors shall appoint a representative to represent them in the procurement procedure or to represent them in progressconcluding and concluding a public procurement contract. The means of electronic communication in the proceedings is the online platform operating at https://e-ProPublico.pl/. The offer must be secured by a deposit in the amount of: PLN 700.00 (say: seven hundred PLN 00/100). In a given proceeding, a security on due performance of the contract is not required.
The Employer shall specify the followinghardware and application requirements enabling the use of the platform:
a) permanent access to the Internet,
b) having any and active electronic mailbox (e-mail),
c) a computer with the operating system Windows 7 (or newer) or Linux,
d) any web browser installed - the platform works with the latest, stable versions of all major onesInternet browsers (Internet Explorer 10, Microsoft Edge, Mozilla Firefox, Google Chrome, Opera),
e) JavaScript and Cookies enabled.
The Employer allows the following format of sent data: files up to 20 MB in formats: .pdf, .doc, .docx., .xlsx, .xml.
Purchaser, in accordance with - 4 of the Regulation of the Prime Minister on the use of electronic means of communicationin public procurement, as well as access to and storage of electronic documents (Journal of Laws of 2017, item 1320), specifies the acceptable format of a qualified electronic signature as:
a) documents drawn up and sent in .pdf format should be signed by a qualified electronic signature in PAdES format;
b) documents prepared and sent in other formatsMore than .pdf (e.g.: .doc, .docx, .xlsx, .xml) should be signed with a qualified electronic signature in the XAdES format. using the platform, the offer file with attachments is not available to the Ordering Party and is stored on the platform servers in an encrypted formj. The Employer will receive access to the file only after the offer opening deadline;
b) the date of receipt of data by the platform is the date assigned to the electronic document and the exact time (hh: mm: ss), visible next to the sent document in the column "Date of submission" ;
c) the date of submission is determined by the time the file transaction is fully processed on the platformorder greens are kept in Polish.
