Framework agreement with purchase orders, multi-recipients for the transport of works of art and objects frAgile and valuable for all the directions of the city of Marseille, transport carried out in France and abroad. The service concerns all the necessary operations:

Transport of works of art and fragile and precious objects temporary exhibitions of national and international scope for all the directions of the city of Marseille, transport carried out in France and at theforeign. this framework agreement will be passed in the form of a multi-beneficiary framework agreement (limited to the number of 3 incumbents) to subsequent contracts with purchase orders. The contracting authority reserves the right to continue the consultation if there are fewer candidates. A framework agreement will be signed with each selected operator. When the need arises, these operatorswill be consulted on the basis of the consultation documents detailing the need (s) as well as the response and implementation conditions to be respected. The term of the framework agreement is defined as follows: 4 years from the notification of the framework agreement to the holders the framework agreement is non-renewable. Subsequent steps may be notified until the last day of theperiod of validity of the framework agreement. This consultation is a relaunch of the consultation 2017-20703-0413 of which the lot 2 has been classified without continuation by the contracting authority.

- if the candidate does not provide form DC1, hera provide a declaration on the honor to justify not entering any of the cases mentioned in articles 45 and 48 of the order n 2015-899, to justify these professional, technical and financial capacities, the candidate may request that they be taken account the professional, technical and financial capacities of one or more subcontractors or other economic operatorses. In this case, it must justify the capacities of the subcontractor (s) and other economic operators and the fact that it is available for the execution of the contract.

Bid Judging Criteria: Judging of tenders will be made on the following weighted criteria: (cf details in CR):

1) Technical value of the bid 60%. The technical value will be evaluated from the informations contained in the candidate's technical memorandum, the contents of which must contain the elements necessary for the analysis of the detailed sub-criteria in Article 6.2 of the Consultation Regulation. The total score for the technical value will be the Applicant's Technical Value (VT), the maximum being 60 points;

2) Offer price 40%. The maximum score is 40 points. ThePrice comparison will be done using the Estimated Quantitative Detail (DQE) completed by the applicant. The latter will complete the Referential Price List (BPR) and the EQD provided by indicating the unit and total prices. Each candidate will match the OPI and the DQE. In case of discrepancy between these two documents, it is the unit price listed on the BPR which prevaudra and the DQE will be corrected accordingly. * Final evaluation: the offers are classified according to the value of the note N corresponding to the final score. The company ranked 1 is the one with the highest score. The weighting will be based on: 40% for the price, 60% for the technical value, according to the following formula: N (Final score) = N (I) VT. The offers are classees according to the value of the note N corresponding to the final grade. The 3 1 candidates with the highest (N) ratings will be considered as having made the most economically advantageous bids and will be awarded the Framework Agreement. The judgment of the offers of the subsequent marches is detailed in article 6.3 of the Royal Decree and in appendix 1 to the EA.
