The procedure aims to acquire counters, connections, terminals and a software license for loading / unloading and exporting data, readings for an unlimited number of meters, which will be used to measure the water delivered by SC CUP S.A. Focşani, necessary for the smooth running of ComPublic Utilities.

Requirement no. 1. Tenderers must not find themselves in the situations provided for in art. 177, art. 178 and art. 180 of Law 99/2016 on sector acquisitions. If the economic operator (the bidder) is in one of the situations provided by art. 177, art. 178 and art. 180 of Law no. 99/2016 on sector acquisitions, it will be excluded from the award procedure (according to Article 182 of the Law), the offer being rejected.in any of the situations referred to in art. 177, 178 and 180 of Law 99/2016, which lead to exclusion from the award procedure, may provide evidence to show that the measures taken by it are sufficient to demonstrate its credibility in relation to the grounds for exclusion, in accordance with the provisions of art. 184 of Law 99 / 2016.

Specify your average annual turnover. The average global turnover for the last 3 years (2016, 2017, 2018) must be at least equal to RON 3, 700, 000.00.

The bidder has the obligation to carefully analyze the Attribution Documentation and to prepare the bid according to all instructions, forms, contractual and specified provisionstechnical information contained in this documentation and will specify, where appropriate, in the technical proposal and / or the financial proposal the information that is confidential, classified or protected by an intellectual property right. Requests for clarification of potential bidders will be postedresume exclusively in SEAP at the "Questions" section of the award procedure conducted by electronic means.

The evaluation committee will submit the clarification requests regarding the tenders submitted to SEAP at the SectionThe economic operators will submit the answers to the clarifications and any documents requested during the evaluation of the offers through the SEAP (Section "Questions"), fully in the section corresponding to the respective request, in the form of one or more separate documents / files signed with Extended validated electronic signature, based on a Qualified Certificatet unsuspended or unverified at the time of signing the offer in accordance with the legal provisions on electronic signature. The correspondence and all the documents submitted by the economic operators will be in Romanian, or accompanied by authorized translation in Romanian. In the case of bidders (natural or legal persons) of a different nationality than the Romanian one, the documents will be transmittedin the language in which they were issued, accompanied by their authorized translation into the Romanian language.
