Supply of net active power from a contractor, coordinator of a balancing group, low voltage with full admittance of the inflow flow with ESO and assuming costs of imbalances for objects of common Razlog

The subject of the public procurement is the supply of net active electricity by a contractor, a standard balancing group coordinator, forlow voltage with full administration of the information flow with ESO and assumption of the costs of imbalances for sites of Razlog municipality.

The subject of the public procurement is the supply of net active electrical energy at the sites of the contracting authority, . 3, para. 1, item 2 of the Public Procurement Act (PPL), and fulfillment of the obligations of artbalancing group coordinator.

The public procurement includes the supply of net active electricity to the premises of Razlog municipality at freely negotiated prices. As the "balancing group coordinator", the contractor should assume the responsibility for balancing, include the assignor in the balancing energy market as a participant (indirect member) in a standard balancing group without the assignorto pay registration and participation fees, as well as to provide forecasting of the client's consumption, planning, application and balancing, including administration of the time schedules for the contracting authority's consumption

The complete requirements for the execution of the order are described in the technical specification, an integral part of the documentation for participation.

The participant should be licensed for tradeincluding for the activity "coordinator of a standard balancing group", pursuant to Article 39, paragraph 1, item 5 and 5, item 5 of the Energy Law, and for foreign persons - in analogous registers under the legislation of the Member State in which they are established or another State party to the Agreement on the European Economic Area

When submitting a tender, the declarantand compliance with the requirement by filling in information on the holdings / holdings of licenses in Part IV "Selection Criteria", point A "Eligibility", item 2 of the EEDOP.

At the request of the Contracting Authority in the cases under Art. 67, para. 5 and para. 6 of the PPA the requirement is evidenced by a copy of valid licenses for trade in electricity, including for the activity "standard balancing group coordinator".the depositor does not impose requirements. The assignor removes from participation in the procedure participants, in respect of which there is any of the circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1, item 3, item 4 and item 5 of the Public Procurement Act, as well as a participant: - who does not meet the conditions under Art. 107 of the Public Procurement Act, - for whom the circumstances under Art. 3, item 8 of the Economic and Financial Relations with a Company Actregistered entities in preferential tax jurisdictions, the persons controlled by them and their actual owners - for whom identification and verification of identification can not be carried out by the Law on Measures Against Money Laundering (MIMA) and its Rules Implementation (MIPD) methods, including when the participant is a legal entity - physicalthose persons who are its actual owners within the meaning of Art. 3, para. 5 of the MIPD,

- with regard to whom the circumstances under Art. 69 of the Law on Counteracting Corruption and for Removal of Unlawfully Acquired Property (APCONPI), which, upon invitation by the contracting authority and within the term specified therein, refuses to extend the validity of its offer or if it submits a tender withshorter period of validity

2. In the case of a consortium which is not an autonomous legal entity, the participant must submit a copy of a document showing the legal basis for the formation of the grouping and the following information in relation to the specific common. order:

- the rights and obligations of the members of the grouping, - the distribution of the responsibility between the members of the grouping- the activities to be performed by each member of the grouping, - the designation of a partner to represent the pool for the purpose of the public procurement.

On ax. Art. 10, para. 2 of the PPA, the contracting authority does not provide for the establishment of a legal entity if the participant designated as a contractor is a grouping. The Contracting Authority shall make use of the opportunity given to it in Art. 104, para. 2 of the PPA, and providesthe commission made the evaluation of the participants' bid before the pre-selection
