Framework Agreement on Services for the Prevention, Control and Eradication of Animal Diseases, Animal Transmissible Diseases, Animal Protectionprotection and protection of the environment, identification and registration of bovine, swine, sheep and goats and their movement, as well as correction of any errors or non-conformities caused by the non-observance of registration deadlines or registration errors with CSVA Negrilesti, Radesti, Schela, Tulcea.

The tenderers, 164, 165, 167 of Law 98/2016. The DUAE will be filled by the participating economic operators with the information related to their situation. At the request of the contracting authority, the tenderer ranked first in the intermediate rankings drawn up to completewill submit to the SEAP the documents proving the fulfillment of the assumed ones by completing the DUAE.

Applying to the situation stipulated in art. 165, 167 of Law 98/2016 entails the exclusion of the tenderer from the procedure applied for the award of the framework agreement.

Documents requested:

- Presentation of certificates of absence of debts related to the payment of taxes, t- the fiscal record (both as an authorized PF and as PJ), - a criminal record for the legal representative of the economic operator (the doctor veterinarian holder),

- documents demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2) and art. 171 of Public Procurement Act 98/2016 (if applicable), - other editorial documents, as the case may be.

The bidders, the supporting third parties and the subcontractors must not find themselves in the situations provided by art. 164, 165, 167 of Law no. 98 / 2016.

Documents requested above will be presented in original, legalized copy or copy according to originalto the bidder ranked first.

- If an offer is submitted by an association, each associate (including the leader) will present the AAUA. In case the person signing the requested declarations / forms is not the legal representative of the bidder (leader, associate), a power of attorney will be attached to the bidder, - - To complete the VATA by the economic operatorit in the provisions of art. 167 of Law 98 / 2016.

Documents issued in a language other than the Roman language must be-accompanied by the authorized translation into the Romanian language

All documents will have, in addition to the signature and "according to the original", clearly mentioned the full name of the signatory.- Caution: Abbreviations are not used

Documents issued by the competent authorities will be valid at the time of submission.

Documents for which a statutory period of validity is not provided shall not be60 days calculated as of the date of submission of the bids

All documents will be scanned in pdf format posted to the SEAP according to the requirements of the data sheet for each document - the online procedure - Note: The contracting authority reserves the right to excludes from the present procedure the offer of economic operators with which it has previously concluded concession / framework agreements, and they have seriously or repeatedly breached their main obligations under the framework of the concession / framework agreement, have been sanctioned by contravention, especially if these violations led to the early termination of that contract and / or payment of damages or other compatible sanctions. Information on annual turnover for the last 3 years, respectively 2015, 2016 and 2017, to the extent that the information is available (as the case may be) .

In the case of offers with the same number of points, a new financial proposal will be presented in a closed envelope once it islater set, in which case the price may not be higher than the one originally offered. The lowest bid will be declared the winner
