Purchasing compressor groups Centrifugal compressors powered by gas turbines required for the execution of the project"Development of the NTS in the northeastern part of Romania in order to improve the natural gas supply of the area as well as to ensure transport capacities to the Republic of Moldova."

Both the economic operators participating in the procedure and the third party supporters, the subcontractors, after should not be found in the situations provided for in Articles 177, 178 and 180 of Law No 99/2016.-The manner of fulfillment by which the fulfillment of the requirement can be demonstrated: The DUAE will be completed, according to the NAPA notification no. 240/2016, both by the economic operators participating in the procedure and by the third parties, the subcontractors, as the case may be, with information related to their situation (bidders, third parties, subcontractors, as the case may be). The supporting documents that pto perform the fulfillment of those undertaken by completing the DUAE is to be submitted, at the request of the contracting entity, only by the first ranked bidder in the interim ranking made after the bid evaluation has been completed. These documents may be:

1) Finding certificates regarding the lack of overdue debts related to the payment of taxes, taxes or contributions to the budget g(2) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of that economic operator or of those having the power of representation, decision-making or control therein; as evidenced by the certifying certificate issued by the ONRC / constituent act; 3) as the case may be, documents priwhere it is demonstrated that the economic operator may benefit from the derogations provided for in art. 179 par. (2), art. 180 par. (2), art. 184 of Sector Procurement Act 99/2016

4) Other editing documents, as appropriate Foreign-born individuals / legal entities wishing to participate in the procedure shall submit any supporting documentation issued by the competent authorities-from the country in which they are resident, to prove the fulfillment of the requirement.

Both the economic operators participating in the procedure and the third party supporters, the subcontractors, as the case may be, must not find themselves in the situations provided by art. 73 of Law no. 99/2016 on sector acquisitions. Persons holding decision-making positions within the contracting entity in respect ofThe organization, running and finalization of the award procedure are as follows: 1) Sterian Ion - General Manager; 2) Hategan Gheorghe - Deputy General Manager; 3) Tarsac Grigore - Deputy General Manager; 4) Lupean Marius Vasile - 5) Olga Idu - Managing Director; 6) Luca Bogdan Avram - Head of Department; 7) Petrescu Monica Alexandra - Managing Director; 8) Botea Ana DAniela - Head of Service; 9) Tataru Ion - Head of Department; 10) Leahu Mihai - Department Director; 11) Oniga Ciprian - Engineer; 12) Tudorache Alina Timea - Expert. procedure, as well as third party supporters, the subcontractors will, as the case may be, submit with the DUAE the declaration of non-compliance in the situations provided by art. 73 of the Law n99/2016 on the avoidance of conflict of interest.

In the case of the joint offer: all the signatories of the Association Agreement will submit the above documents. 186 of Law no. 99/2016 on the sectoral acquisitions, the economic operators submitting the tender must prove their personal situation (the form of registration or the professional membership, incompliance with legal requirements in the country where the economic operator is established). In this respect, the economic operators submitting the tender must prove a form of registration under the law of the country of residence, make it clear that the economic operator is legally constituted, that he is not in any of the cases of cancellation of the establishment and that he has professional capacity dshe performs the activities that are the subject of the contract.

The economic operators submitting the tender must prove a minimum annual average annual turnover for the last 3 years (2015, 2016, 2017) of RON 127, 430, 800.the provisions of art. 196 of the Law no. 99/2016, the economic operator has the right to have third party / third party support in demonstrating the economic and financial situation.

The term of supply of products is 8 months. If, in the event that two or more bids are ranked first, with equal scores, the tie will be made taking into account the score obtained at the factoassessment in descending order of their weight. If the equality is maintained, the contracting entity has the right to request new financial proposals and the winning bid will be the one with the lowest financial proposal.

Requests for clarification will be addressed by economic operators interested exclusively in SEAP section "Questions" We draw attentionto the fact that the files attached to the clarification requests are visible to all participating economic operators. We recommend that they do not contain identification data that may disclose the identity of the requesting economic operators, otherwise they assume the disclosure of their identity. In the case of the joint offer, all signatories to the Association Agreement will fill out each DUAE separately with-information about their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE in sections III.1.1.a), III.1.1.b), III.1.2), III.1.3.a), III.1.3.b) shall be presented, at the request of the contracting entity, only by the tenderer ranked I in the intermediate rankings drawn up at the completion of the tender evaluation.the economic and financial situation, the technical and professional capacity are demonstrated by taking into account the cumulated resources of all the members of the group. Requirements for quality assurance and environmental protection standards in Section III.1.3.b) will be individually met by each member of the association for the part of the contract that it carries out. The bidders areassume sole responsibility for the legality and authenticity of the offer uploaded to SEAP. All documents submitted to the SEAP (offer, answers to requests for clarifications sent by the evaluation committee) will be signed signed with the extended electronic signature of the legal / empowered representative of the economic operator.
