Execution works for electrical and communication sewers, pole foundations and civil works

In accordance with the strategy of the company Compania Municipala Managementul Traficului Bucuresti S.A. it is necessary to perform electrical and communication sewerage works, pillar foundations and civil works, within the Bucharest municipality, throughthe conclusion of a two-year framework agreement and the conclusion of subsequent contracts as necessary. The framework agreement will be signed by the beneficiary with a single tenderer whose tender has been declared acceptable, compliant and successful, following the application of the award criterion. Within the framework agreement, it is estimated that a number of 10 subsequent contracts will be signed. The number of days untilwhich economic operators may request clarification before the deadline for submission of tenders: 17 days. The contracting authority will respond to requests for clarification on the 10th day before the deadline for submission of tenders.

Main Site: Within the municipality of Bucharest, in locations to be established by the purchaser at the time of signing the subsequent contracts with the signatory of the agreementi-framework.

The maximum value of the framework agreement is 36 155 305.36 RON excluding VAT, the minimum one is 3 613 982.70 RON excluding VAT. The value of the largest subsequent contract to be signed in the framework agreement is RON 7 227 965.40 excluding VAT, the minimum one being RON 3 613 982.70 excluding VAT, according to the quantities of works mentioned in the specifications. Within the framework agreement, a nshoulder of 10 subsequent contracts.

Requirement no. 1. Failure to comply with the situations provided in art. 164 of Law no. 98/2016 regarding public procurement. Qualification condition: the bidder (associations in the case of joint bids, subcontractors in the case of subcontracting and third-party supporters in the case of support) or members of the administrative, management or supervisory bodies of the respective workeconomic actor, as well as the persons who have power of representation, decision or control within it, must not be in the situations provided in art. 164 of Law no. 98/2016 regarding public procurement. Requirement no. 3. Failure to comply with the situations provided in art. 167 of Law no. 98/2016 regarding the procurement of pubslice. Qualification condition: the bidder (associations in the case of joint bids, subcontractors in the case of subcontracting and third-party supporters in the case of support) must not be in the situations provided in art. 167 of Law no. 98/2016 regarding public procurement. According to the provisions of art. 196 paragraph (1) and (2) of Law no. 98/2016 regarding public procurement, before signing the framework agreement, the contracting authority will request the bidder ranked on the first place, whose offer was declared admissible, to present updated supporting documents demonstrating the fulfillment of the requirement; aftercase, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law no. 98/2016 regarding public procurement; other edifying documents, as appropriate.

Requirement no. 4. The bidders, the third party supporters and the subcontractors must not find themselves in the situations provided in art. 59-60. Documentsconfirmation: the Form no. 4 and the DUAE will be completed and presented by the economic operators participating in the award procedure with the information related to their situation and a declaration regarding the failure to comply with the situations provided in art. 59-60 of Law no. 98/2016. Requirement no. 1. The supporting documents proving the fulfillment of those assumed by completing the DUAE shall be presented, at the request of the contracting authority, to the tenderer ranked on the first place, ato which the offer was declared admissible, at the end of the evaluation of the offers. These documents can be: ONRC certifying certificate or any other equivalent document proving the form of registration, offering information that allows the verification that the economic operators are registered in a commercial register and have authorized the activity, legally offering work executions on the market.countries similar to the object of the acquisition, to prove that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution, and that it has the professional capacity to carry out the activities that are the object of the contract. The information contained in the certificate / equivalent document must be real, valid at the time of presentation. In case onethey common offers submitted by several economic operators, the requested documents will be presented by each economic operator signatory of the association agreement, for the part of the contract they perform. In the case of the bidders (natural or legal persons) of a nationality other than the Romanian one, the mentioned documents will be transmitted in the language of origin, accompanied by the authorized translationin Romanian. Specify the average annual turnover.
