Booking of air tickets for the air transport of passengers and luggage for business trips in the country and abroad and hotel reservations and accommodation abroad for 3 separate lots

The subject of this order is: "Provision of airplane tickets forpassenger flights and luggage for business trips in the country and abroad and hotel reservations and accommodation abroad in three lots:

Main Site: 8, "Slavyanska" Str., Sofia.

Subject of lot 1 includes : a) provision of air tickets for the air transport of passengers and luggage for business trips in the country and abroad in economy class as well as in the business class, for bidirectional flights as well as for one-way flights if necessary

Exceptionally, the contracting entity may declare tickets for low cost airlines where necessary

When specifying a marginal price for an airfare, consider economy class under the following conditions :

- with the right to change the issued ticket against payment,

- without the right to refund the ticket value;) providing online check-in and assistance for embarking at the last minute; (c) if necessary, have the opportunity and on request to organize and carry out luggage transport by air cargo to ministry employees from and to the designated contracting entity destinations in Europe and abroad, in accordance with the Ordinance on long-term missions abroad and the Order for the secondmentfunds in a foreign mandate. The proposed price for the carriage of 1 kg of cargo luggage should include the value of the freight and all fees due, which are an element of the shipment - airport charges, etc. types of fees (if they are due). The Contractor undertakes to offer the most economically advantageous end-of-the-market airfreight rates available, complying with the requirements of the application.The cost of transferring personal unaccompanied baggage when using cargo over the amount of the legally defined volume of air cargo as well as those relating to transport to and from the cargo terminal, packaging, document filing, processing and release fees, warehousing costs and the like shall be paid by the seconded employee of the Ministry; (d) if necessary, racing, except air. In such cases, the contractor undertakes to offer the most advantageous end-of-life prices available for the provision of transport other than air transport, taking into account the requirements of the application; (e) to provide, if necessary, hotel accommodation in the country and abroad corresponding to the requirements of the assignor and of the Ordinance on the missions in the country, respectivelyo f) if necessary, the provision of "Travel assistance abroad" insurance or equivalent provided for in the Regulation on official missions and specializations abroad, for the time of traveling abroad and the stay of the seconded persons Medical insurance should cover major risks worth at least 10000 EUR with assistance included. Where the contracting authority requires, the contractor must provide medical insurance and cover more than EUR 10 000.

The main destinations on which staff trips are to be made are set out in the template of the bid under Lot 1. the list is exemplary and does not engage the client with the purchase of an airplaneand tickets on the listed destinations, nor does it restrict it to purchase tickets only within the listed destinations, both abroad and in BULGARIA

In items 1 and 2:

1.1. The participant should hold a valid registration for tour operator and / or tourist agent activity in accordance with Art. 61, para. 4 of the Law on Tourism (PT) and to be entered in the Register of Tour Operators and Touristsagents - part of the National Tourist Register under Art. 166, para. 1, item 1 of the PA or be a person under Art. 62 of the Territorial Act, and for foreign persons - to be entered in a similar register, according to the legislation of the state in which it is established. 67, para. 5 of the PPL, the participant, respectively the contractor, presents documents certifying the compliance with the selection criteria, namely namebut: evidenced by a reference number in the Tour Operator Register and Travel Agents

1.2. The participant should be a member of the International Air Transport Association (IATA) or be an agency holding IATA accreditation. 67, para. 5 of the PPL, the participant, respectively the contractor, shall submit documents certifying the compliance with the selection criteria, namely: a copy of a documentcertifying that the participant is a member of IATA or a copy of a document that is an IATA accredited agency. - At Item 3: The Participant must hold a valid registration for tour operator and / or tourist agent activity in accordance with Art. 61, para. 4 of the Law on Tourism (TP) and to be entered in the Register of Tour Operators and Travel Agents - part of the National Toura physical register under Art. 166, para. 1, item 1 of the PA or be a person under Art. 62 of the Territorial Act, and for foreign persons - to be entered in a similar register, according to the legislation of the state in which it is established. 67, para. 5 of the PPL, the participant, respectively the contractor, presents documents certifying the compliance with the selection criteria, namely: it is proved by reference number in RegisWhen the participant is an association which is not a legal entity, compliance with the requirement shall be evidenced by each of the persons included in the grouping according to the requirements of the PA and according to the distribution of the participation of the partners in the implementation of the activities envisaged in the agreement to create the unification. (Article 59, Paragraph 6 of the PPA).

The Contracting Authority does not requireeconomic and financial status of the participants.

Each participant may submit only one tender. According to Art. 47, para. 10 of the RSPC and given that the selection criteria for lot 1 and 2 are the same when the participants apply for these lots, they may submit only one application for participation in these positions. The Assignor will remove a participant, for whom there are other than the grounds under Art. 54, para. 1 and Art. 55, para. 1, item 1, 3, 4 and 5 of the Public Procurement Act and on the grounds of Art. 5, para. 1, item 3 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners when it is established that the circumstances under Art. 3, Item 8of the ZUFODRUDRKLTTDS, unless they have applied the exception under Art. 4 of it; on the grounds under Art. 107 of the Public Procurement Act and Art. Article 69 of the PCA. The lack of grounds for removal is declared in EEDEPO. Where applicable the participant shall submit documents certifying the measures taken by him / her for the demonstration of reliability, according to Art. 56 of the Public Procurement Act

Performance guarantee:

- at item 1 - 5% (pof the maximum value of the public procurement contract excluding VAT,

- at positions 2 and 3 - 3% (three per cent) of the maximum value of the public contract without the VAT on the respective item. the terms for the detention or release of the performance guarantee are set out in the respective public procurement contract

When the relevant public contract is concludedthe order shall apply the measures for prevention of the use of the financial system for money laundering purposes under the Law on Measures against Money Laundering (MAMA) and the acts for its implementation. To this end, prior to the conclusion of the contract, the designated contractor of the contract should provide:

1. Declaration under Art. 59, para. 1, item 3 of the Measures against the laundering of pari - prepared in a form and presented in original. Where the participant designated as a contractor is a legal person, the declaration shall be signed by the legal representative or by the agent of the legal person. In the event that the participant designated as a contractor is a grouping which is not a legal entity, declarations shall be submitted for each legal entity included in the grouping. Declaration under Art. 42, para. 2, item 2 of the Measures Against Money Laundering Act - shall be drawn up in a specimen and presented in original. The declaration shall be signed by the persons under Art. 40 of the RDP. In the event that the participant designated as a contractor is a grouping which is not a legal entity, declarations shall be submitted for each legal entity included in the grouping.

The contract shall be entered into with the tenderer designated as contractorthe signature, the documents under Art. 112, para. 1 of the Public Procurement Act and the following documents for items 1 and 2:

1. proving valid authorization to work with the Billing Settlement Plan (BSP) or equivalent system,

2. proving the possibility of working with a global reservation and sale system for Amadeus airline tickets or another

To prove the above circumstances, the participants must submit the relevant documents upon conclusion of the contract on the respective lot.
