Transport of labile blood products and biological samples inon behalf of the National Institution of the Invalides.

In order to formalize his candidacy, the candidate chooses one of the following two modalities:

- modality n 1: provision of the information and documents indicated in article 5.3.1.a of the regulation of the consultation, pursuant to Article R. 2142-3 et seq. of the above-mentioned Code, modality 2: provision of a Single European Market Documentin (DUME), under the conditions provided for in article 5.3.1.b of the consultation regulations, pursuant to article R. 2143-4 of the above-mentioned code.

1) a letter of application and appointment of the representative by its co-contractors completed by an authorized person (print DC1 provided in the DCE or downloadable in its latest version available at the following address: https: //www.economie.gouv.fr / daj / forms-declaration-ducandidat - or identical content on free paper);

2) the document (s) attesting to the powers of the persons authorized to engage the economic operator: Kbis or statutes of the company as well as a delegation of authority if the signatory does not appear there;

3) a declaration of the economic operator complete (print DC2 provided in the DCE or downloadable din its latest version available at the following address: http://www.economie.gouv.fr/daj/formulaires-declarationcandidat - or identical content on free paper) and including the following information or accompanies the following documents;

4) a statement as to the overall turnover of the candidate and, where applicable, the turnover of the area of activity which is the subject of the contractthe maximum number of years available, based on the date of creation of the company or the beginning of the economic operator`s activity, to the extent that information on these sales figures is available.

The criteria for judging offers are detailed in Article 7.2.2 of the RC. The contracting authority will award the public contract to the candidate havingis the most economically advantageous tender in terms of non-discriminatory criteria and related to the subject of the public contract, and weighted as follows:

- criterion n 1: time limit, weighting 40%. The candidate who proposes the best time of transport (in minutes) on a simulated route in rush hours in the morning and the afternoons during the week and during the holidays, between the INI and the CTSA Clamart. The maximum score will be awarded to this candidate. The calculation formula will be as follows: Time of the lowest candidate / Time of the candidate analysis x 20. The total score on 20 points will be weighted by applying the coefficient of the criterion, ie 40%,

- criterion n 2: price, weighting 30 %. The analysis of the financial criterion is carried out on the basis of the information entered by the candidate within one year.Commitment No: Schedule of Unit Prices and Quantities Specified in Schedule No. 1 to the Consultation Regulations: DQE. The price of the analyzed offer corresponds to the total of the unit amounts, excluding taxes indicated in Annex No. 1 to the undertaking, each multiplied by the corresponding annual amounts mentioned in Annex No. 1 to the Rules of Consultation, in accordance witht the following criterion: price of the service (20 points out of 20). The amount taken into account will be obtained by the following formula: Estimated need (quantity) x unit price (N1). The maximum score of 20 points will be awarded to the best offer (after elimination of abnormally low offers). The other offers will be rated in proportion to this best score according to the following formula:N1 = Amount of the estimated order of the lowest bidder / Amount of the candidate`s estimated order. The total score on 20 points will be weighted by applying the coefficient of the criterion, ie 30%,

- criterion n 3: technical value weighting 20%. The technical criterion will be appreciated from the technical memory drafted from the frame of technical memory and delivered with thecandidate:

- sub-criterion 1: PSL removal process (30 points),

- sub-criterion 2: removal and transport modality (20 points),

- sub-criterion 3 : securing the benefit (50 points) then the total score on 100 points will be weighted by applying the criterion of the criterion, ie 20%,

- criterion n 4: environmental criterion weighting 10%. The candidate will indicate the qualite material used for transportation. The use of electric vehicles or low energy consumption then the total score on 20 points will be weighted by applying the coefficient of the criterion, or 10%.
