Execution of written and oral translations

The subject of the order is to perform written and oral translations of the participation of the representatives of the Employer in the Common Agricultural Policy, in the work of the organs of the European Union, within the framework of the World Trade Organization, the Organization for Economic Co-operation and Developmentoju, the United Nations Organization for Food and Agriculture and other international organizations, as well as bilateral and multilateral cooperation with foreign countries, from English, French, Russian, German and other European languages, to Polish and also from Polish to these foreign languages

1. The subject of the order is to perform written and oral translations of the participation of representatives of the Ordering Party in the Common Agricultural Policy, in the work of the bodies of the European Union, as part of the World Trade Organization, Organization for Economic Co-operation and Development, United Nations Organization Food and Agriculture and other organizations betweennational and bilateral and multilateral cooperation with foreign languages, from English, French, Russian, German and other European languages, to Polish as well as from Polish into these foreign languages, in particular:

1) written translations of projects legal acts of the European Union,

2) written translations of legal files of the Republic of Poland,

3)written translations of other documents and materials, in the scope in which the Minister of Agriculture and Rural Development is competent, with particular regard to issues related to topics of development of rural areas and structural, phytosanitary programs, breeding and protection of plants, organization of agricultural markets and veterinary medicine, as well as cooperation and international exchange,

4) verification of textstranslations translated by employees of the Employer,

5) oral translations during conferences, seminars and trainings as well as during meetings of Polish and foreign delegations in the scope of the abovementioned themes:

a) consecutive,

b) simultaneous.

2. The contracting authority foresees that in the case of written translations:

1) approximately 99% of orders will be executed in ordinary mode (ie up to 40 pages of text per day as part of a singleego order);

2) around 1% of orders will be executed in an express mode (ie more than 40 pages of text per day under a single order);

3) approximately 5% of orders will be performed by a sworn translator;

4) approximately 5% of orders will be they were orders for translation verification;

The Employer allows written translation of documents and materials into foreign languages, excluding Polishego. Only full pages of translations are settled (1, 600 characters including spaces and paragraphs), up to 800 characters rounded in favor of the Employer and above, in favor of the Contractor.

The Ordering Party requires that the Contractor provides free courier service in the scope of the orders. provides that in the case of interpreting:

1) approximately 30% of orders will be interpretersSimultaneous (including about 3% with delivery by the Contractor of technical equipment with support in the majority in 2 foreign languages for the group of up to 150 people);

2) About 70% of orders will be consecutive interpretations.

The contracting authority foresees that:

1 ) The contractor will be granted a total of approximately 750 orders, of which approximately 80% will be translated, and approximately 20% of interpretation for oral translation-of orders, including travel translation, approx. 25% in the proportion of 70% country (including approx. 65% Warsaw), 30% abroad,

2) translations in English will account for approximately 80%, other European languages (French, German, Russian and other) about 20% of the total number of orders.

The above-mentioned% refers to the entire duration of the contract.

In the case of foreign and domestic outgoing sessions involvingI explain the cost of their delegation to the cost of the Contractor.

In the case of foreign travel sessions with the participation of translators, the Ordering Party may book tickets or hotel places in which case the Contractor is obliged to buy them. The detailed description of the order is in the attached draft contract (Annex No. 1 to SIWZ).

Purchaser provides for the order, oreferred to in art. 67 sec. 1 point 6 of the Act, consisting in repeated similar services consistent with the subject of the order, the value of this order will not exceed 50% of the value of the basic order.

1. The bidder is bound by it for a period of 60 days from the deadline for submission of tenders. Before the deadline for the submission of tenders, the Contracting Authority requires the Contractors to pay a deposit for the wholey the period of being bound by the offer in the amount of PLN 15, 000.00 (in words: fifteen thousand zlotys).

3. The bid bond can be paid in one or several of the following forms:

1) money,

2) bank guarantees or social-savings bank guarantees, however, the surety is always a cash guarantee;

3) bank guarantees;

4) guarantees insurance 5) suretych provided by entities referred to in art. 6b par. 5 point 2 of the Act of 9.11.2000 on the establishment of the Polish Agency for Enterprise Development (Journal of Laws of 2018, item 110, as amended).

4. The bid bond in cash, in accordance with art. 45 par. 7 of the Act, should be paid to the Employer's account: Narodowy Bank Polski, District Branch in Warsaw, account no. 71 1010 1010 0052 1013 9120 0000.information should be placed: "Bid bond in proceedings BDG.2.2.1.61.2018 translation and interpretation".

5 Before signing the contract, the Contractor whose tender will be evaluated as the most advantageous will be required to provide a performance bond of 5% of the total price given in the offer.

6 The collateral may be lodged in one or more of the following forms:

1) bank guarantees,

2) bank guarantees or socially-credit savings bonds, except that the surety is always a cash guarantee;

3) bank guarantees;

4) insurance guarantees;

5) warranties granted by entities of which referred to in art. 6b par. 5 point 2 of the Act of November 9, 2000 on the establishment of the Polish Agency for Enterprise Development

7. finishesnawiec within 3 days from the date of posting on the website https://www.gov.pl/rolnictwo/zamowienia-publiczne-2018-r information, referred to in art. 86 par. 5 of the Act, submits the Contractor's statement on belonging to or not belonging to the same capital group within the meaning of the Act of 16.2.2007 on competition and consumer protection (Journal of Laws of 2017, item 229, as amended) . IN-In the case of affiliation to the same capital group, the Contractor may submit together with the statement documents or information confirming that connections with another contractor do not lead to distortion of competition in the procurement procedure. The pattern of the declaration is specified in Annex No. 5 to the ToR.
